Duties and Responsibilities:

1. Provide controls (20%)
Ensure that the information systems used by the organization are available, running optimally and that data integrity is maintained.
Continuously evaluate the performance of infrastructure, information systems and related business processes, and launch interventions to eliminate deficiencies. Accountable for the information technology infrastructure on which all systems are run.
Ensure Systems Security policy and procedures are practiced and regularly reviewed to counter new risks
2. Organize the department (10%)
Establishes proper technical documentation and troubleshooting procedures
Troubleshooting procedures
Manage relationships with role players/stakeholders both internal and external to VFU.
Manage IT staff ensuring effective planning and resource allocation.
Ensure adequate support is provided to all branches/departments.
Implement the partnership MIS standards and guidelines.
3. Leading the department (5%)
Facilitate organizational change through implementation of new technology and systems.
Use the implementation of new systems to move the organization forward to an information management strategy.
Promote the significance of Information Systems to the Management Team.
Facilitate IT solutions for entire Organization
4. Planning (20%)
Annually review IT strategy to maintain alignment with VFU strategy, business requirements and the Partnership.
Align the annual Management Information Services Business Plan with the strategy and goals of the organization.
Make the Annual Operating Plan
Report against the Annual Operating plan on a monthly basis to the Senior Management team
Review IT Policies and procedures and ensure that they are kept current with MED, regulatory and Industry trends.
Ensure that both Hardware and software are kept current as per the Hardware replacement policy and Software licensing agreements.
Analyze business processes in all operational areas of the organization and create requirements specification documentation for system design of automated software in order to have consistent and accurate reports.
5. Research (10%)
Review information management trends and developments in the marketplace.
Perform limited testing (research and development) on new products, methodologies and specifically Internet related developments
Be aware of the Environmental forces that may alter our core business. Local Telecoms / Satellite and Internet opportunities as well as Political Climate
6. Member of management team (5%)
Attend management meeting and provide information on progress of the department
Work closely with other department heads to ensure that MIS is able to provide the level of service needed
7. Monitor progress (5%)
Monitor service delivery standards of both MIS personnel and information systems, providing trend analysis to management
8. Manage department budget (10%)
Manage the Information Services budget, personnel administration, and vendor management according to the VFU financial guidelines.
9. Supervise and train staff in use of systems (10%)
Planning appropriate training for application software in the organization. Ensures that the staff receive appropriate and sufficient training on the correct usage of IT
10. Any other duties that may be assigned by the CEO from time to time (5)

Qualifications, Skills and Experience:
The applicant should hold a University Degree in computer engineering, computer science, information technology or related field
Experience in managing MIS/ IT component of a bank or a microfinance operation in a regulated setting
The candidate should possess seven years experience in a reputable financial institution and 3 years experience in a similar position
Demonstrated expertise in network administration and in troubleshooting common PC problem
Good knowledge of intermediate accounting and basic statistics
Advanced knowledge of Microsoft Office productivity applications, database applications and other related applications;
Determined personality with initiative, perseverance and the ability to motivate and manage a team
Capability and willingness to take responsibility and highly developed sense of rectitude
Ready to comply and live up to and in accordance with the organization Ideals and Core Values
Good analytical and problem solving skills
