About MRC/UVRI:
The MRC/UVRI Uganda Research Unit on AIDS is a bilateral multi-disciplinary research organisation funded by the Medical Research Council (UK), DFID (UK) and other donor organizations and has been operational in Uganda since 1988. It is a centre of excellence in research conducting large-scale epidemiological and intervention studies, clinical trials, biological and immunological research and behavioural studies which have generated a wealth of research results to inform policy and practice. The unit is based at Uganda Virus Research Institute in Entebbe with field stations in Masaka, Kyamulibwa and Kampala.

Job Summary:

The Electrical Maintenance Engineer will ensure that the electrical equipment & infrastructure of the unit is fully functional and fit for purpose at all times across all the field stations and that planned investment in electrical technology is adequate to support the future needs of the research being conducted. S/he will also conduct a scheduled maintenance programme and that planned maintenance outages are aligned with research activity to minimise disruption. The job holder will also ensure all electrical and power installations are safe, secure and adequately maintained and also to have disaster recovery/ business continuity plans in place to protect the vital samples and other activities at the units in the event of power outages and surges/spikes.

Duties & Responsibilities:

Maintain updated inventory of all electrical equipment and installations with plans for replacement and upgrading if necessary
Work collaboratively with the department managers to determine maintenance and power supply requirements and service of installations
Manage and maintain a planned maintenance program for works on electrical equipment and plant including routine generator servicing
Identify areas for improvement and upgrades in electrical infrastructure
Implement emergency repair service 24/7 for breakdowns and outages promptly and efficiently
Stocking spare parts and frequently used stocks
Work with IT and Lab managers on systems and equipment power requirements to ensure continued safe electrical supply
Ensure maintenance conforms to high quality and best practices
Stay abreast with the latest best practices in electrical installation and safety standards and align activities and installations along them
Conduct regular audits on electrical installations, checking for safety and fitness purpose and ensure adequate protection mechanisms while submitting regular reports.
Liaising with the utilities companies in order to ensure safety compliance of incoming power, connection/disconnection of MRC supplies as required.
Ensuring that adequate power back-up resources are in place and fully functional at all locations (generators, UPS, inverters etc.)
Developing maintenance logs for generators and switch gear
Advise management on replacement schedules for electrical assets in order to ensure provision of electrical supply to meet present and future power needs of the Unit.
Follow up with accounts on timely payment of all Umeme bills and follow up any concerns or issues arising to ensure no unplanned dis-connections.
Ensure “on call” maintenance emergency support 24 hours a day.
Ensuring adequate lightening protection and earthing for all buildings and equipment.
Ensuring optimum day to day supervision and management of two Engineering Assistants in the electrical section.
To work closely with Head office and any appointed electrical contractors on major site infra structural upgrades and during site electrical health and safety audits.

Qualifications, Skills and Experience:

The applicant should possess a Bachelor of Technology or Engineering
He/ she must have a diploma or advanced diploma in Electrical Engineering or a vocational qualification.
At least 3 years’ experience in a busy industrial setting handling various electrical equipment.
Must have good staff management and supervisory skills
Should be able to take a hands on approach including carrying out Wiring, Troubleshooting various electrical equipment and generators.
Must have excellent oral and written communication skills in English.
Experience with Refrigeration and ventilation equipment (cold store) and experience in installations and maintenance of solar power are highly desirable.
Willing to travel frequently up country to field stations

Job Terms and Conditions:

The position will be full-time remunerated according to the MRC Uganda Unit salary scales. The successful applicants will serve a 2 years’ contract with a possibility of renewal subject to satisfactory performance and availability of funds, inclusive of a 6 months’ probationary period. Other terms and conditions for position are specified in the MRC staff code. A good salary commensurate with qualifications and experience will be offered to the successful candidates

Job Summary:

The Collections Officers will be responsible for the management of all out of order accounts within the Retail portfolio, with the objective of putting in place strategies with the customer to bring their indebtedness back to order  or recovering from defaulting  debtors

Key Duties & Responsibilities:

1. Risk Management and Control                         40%

Monitor and control the out of order retail accounts and take appropriate action to normalise the position, within pre-determined policy rules and laid down strategies. The overall objective of the role is to ensure recovery  action is taken  at the earliest opportunity  to  avert loss through default
Undertake the review of all monthly advances control reports, assessing the information therein and making recommendations regarding the strategy to be employed in ensuring that such out of order accounts are returned to order within the shortest possible time. This is likely to involve agreeing short term lending agreements.
Contact customers whose accounts are out of order. This may take the form of written correspondence or normally this would be by direct telephone contact.
Receive and authorize FOS authorization requests (agree short term borrowing requests)
Own & Maintain a diary system for:
Quarterly account reviews
Provision of financial information
Perfection of security
Fulfillment of conditions of offer
EWL reviews
Review and recommend classification , writing off , or  outsourcing of a debt
Send out notices and demand letters
Adhere to service level agreements
General filing

2. Business Management           30%

Monitor and manage workflow within the Retail Credit Collections, Monitoring & Control and Recoveries Team.
Compilation of various returns, as required, through the assimilation of information available within the Retail Credit  team
Responsible for devising collections and recoveries  strategies for implementation within the Collections, Monitoring & Control and Recoveries  team
Liaison with 3rd parties (i.e. debt collection agencies) regarding policies and strategies for the recovery of out of order accounts.
Input into new/amended lending policies or products within the business
First point of contact for customer complaints.

 3. Staff Management                                                    30%

Monitor and manage workflow within the Collections, Monitoring & Control and Recoveries Team.
Responsible for devising collections and recoveries  strategies for implementation within the Collections and Recoveries  team
