Job Title: Project Execution Manager

Job Purpose

To maximise the accuracy of project costing throughout the project life cycle for each project by preparing bills of quantities/materials, providing reliable cost estimates and drafting comprehensive tender documents. To keep track variations during construction that may affect costs and verify claims.

Principal Accountabilities

  • Drafting tender and contract documents in individual project definition phase, including bills of quantities
  • Assisting in establishing user requirement specifications and undertaking feasibility studies.
  • Provide costing inputs on procurement process.
  • Analysing evaluate tendered costs and developing responses to commercial risks.
  • Verifying and providing advice to project managers on contractual claims.
  • Ensuring that business commercial processes are adhered to at project level.
  • Valuing completed work during project evaluations and recommend remedial actions where needed.
  • Interpret cost impacts on projects as a result of SHEQ incidents, impacting management decisions or any other related activity

Education and experience

Degree in Quantity Surveying with at least 3 (three) years experience in similar work.

Key Competences

  • Excellent communication (verbal and written) and presentation with ability to deal with a wide range of people including employees
  • Strong analytical skills

Job Summary

Under the guidance of the Programme Manager-ACTV, the Project Officer will be responsible for project implementation, information management and support the Monitoring and Financial Management in accordance with the stipulated guidelines.

Key Duties and Responsibilities:

  • Be responsible for the overall project coordination and implementation of the project in compliance with EU project implementation guidelines
  • Review and advice on effectiveness of MOUs with other partners on the EU project.
  • Support audit of EU project activities
  • Support Monitoring and Evaluation of EU Project activities
  • Co-ordinate and Prepare timely and cost effective operational plans and budgets.
  • Support the budget planning processes to ensure that project funds are expended according to laid down procedures
  • Ensure timely submission of quality narrative Project reports.
  • Provide quarterly updates of lessons learned and best practices to Partners and Stakeholders.

Required Qualifications, Competencies and Attributes:

  • Post Graduate Qualifications in Project Planning and Management or Monitoring and Evaluation is a MUST HAVE.
  • A University Degree in Social Sciences, Development Studies or field related to Human Rights
  • Five years of progressively responsible professional work experience in Programme management, Monitoring and Evaluation in Development Programs preferably with local and/or international NGOs and/or non-profit organizations
  • Strong understanding of development and humanitarian needs and issues in areas of human rights and torture.
  • Excellent interpersonal communication skills to build rapport with staff, partners, government officials and development partners.

Main purpose of the job: Under the direction of the Board of Directors and Executive Director, the Director Medical services plans and directs all aspects of an organization’s medical policies and programs, ensuring that they are in compliance with national policies while identifying opportunities to improve efficiency and effectiveness of patient care. Key Result Areas:

Duties and responsibilities:

  • Provide the planning and leadership to the medical directorate by ensuring that appropriate structures, systems, competencies and values are developed.

  • Keeps abreast of national trends in HIV prevalence and management and ensure that ROMs medical services remain in line with prevailing trends and relevant to the targeted population.

  • Provide leadership in the development and review of appropriate clinical protocols and processes that support consistent quality services and appropriate referrals.

  • Develop, monitor and support compliance with continuous medical quality improvement plans and peer review processes.

  • Provide leadership to Reach Out Kasaala ensuring quality HIV/PHC integrated service delivery.

  • To ensure effective implementation and expansion of new upcoming initiatives and programs including private-public partnerships and services to key populations in all the sites/centres.

  • Ensure that the interfaces between Medical and other departments are managed optimally.

  • To develop a clear public relations strategy for the directorate, create and manage formal and informal networks with key organizations and institutions within and abroad to expand ROM’s networking and advocacy strategy.

  • Have responsibility for the financial management of the directorate including budget planning, resource allocation and preparation of quarterly reports.
  • Collaborate with the Director Finance and Administration, the Executive Director and all coordinators ensure proper planning and implementation of all ROM development plans through meetings, effective decision making, strategic planning and resource mobilization.

Database Programmer Job at Medical Research Council

Job Title: Database Programmer

Organisation: Medical Research Council/ Uganda Virus Research Institute (MRC/UVRI)

A database programmer is required to work with databases primarily on studies within the Co-Infections Study Programme and will involve developing a Good Clinical Practice (GPC) compliant database for a new clinical trial and also developing data dictionaries for existing databases. The work will be based in Entebbe, and is funded by a grant from the IDEA consortium, an African-European Initiative for Dissecting the Interplay between Poverty Related Diseases and Helminth Infections. Appointment will be for one year initially and is renewable subject to the satisfactory performance and availability of funds. Duties and responsibilities: The work will involve creating data dictionaries for existing databases and setting up a GCP compliant database for a forthcoming trial to investigate the effect of Schistosoma mansoni infection on the immunogenicity of a candidate TB vaccine. The successful applicant will join a team Statisticians and Data Managers at the MRC Unit in the Uganda Virus Research Institute.

 Qualifications and experience: Essential

  • An honours degree in Computer Science, Database programming, Software engineering, Statistics and Computation or a related field
  • 3 years’ experience in programming using in more than one language (MS-Access VBA, Java or .Net languages)
  • 3 years’ experience working with at least one database management system (Ms Access, My SQL or SQL server).
  • 1 year’s experiencing in creating and managing databases in a research environment

  • Experience in the programming of electronic data capture using either UMPCs or PDAs

Desirable

•    MSc in Information Systems or related field
•    Experience in the use of Open Clinica or other GCP compliant databases
